Even though Benfica are national champions, they can't be in Pot 1, because it is reserved for the champions of the six European champions with more points in the UEFA coefficient (Spain, England, Italy, Germany, France, and Russia) and the winners of the Champions League and Europa League. Portugal is in seventh place in this ranking.
Chelsea's win over Arsenal in the Europa League final (4-1) left Benfica closer to being able to move from pot 3 to 2. However, in order to ascend to pot 2, it will be necessary for Ajax or FC Porto to slip in the qualifying round and do not qualify for the group stage.
